The JR Hakodate Station had a nice, airy Yamato Transport office up on the second floor.
Perhaps because it is a small station and office, it did not have the English send to airport shipping form, nor was the clerk able to communicate in English (and of course vice versa).
What they did have was an iPad setup for real time video chat with a remote English speaking translator.
Easy peasy.
